Perhaps. Usually you can park at a resort if you have an ADR at a restaurant at that resort. But there are times when even that isn't good enough because of the traffic at the hotel. You might be allowed to park up to three hours, so you can't plan on parking and then heading straight to a park.

Typically you get a 3 hour parking pass. Or you can pay to valet park and leave your car there for the day.

Yes. Even during busy times if we have a reservation we have always been welcomed to park. If it's not busy we have been permitted to park to go to a bar or lounge.

Depends on the hotel . Last year YC and BC were only letting people with ADRS or attending a covention park in the guest lot. It was during F & W and I've read they have issues with visitors to Epcot parking there .
