You mean a Southern California pass? There aren't any general CA resident passes.

Yes you can, as long as it isn't a complimentary pass and you can get credit towards the AP (there are five DL APs now: two So Cals, Deluxe, Signature, and Signature Plus) and then the combo DL/WDW premiere pass.
