Park Hoppers Plus question

I've read about several places to buy PHPs here on the DIS. Some offer 2, 3, or even 4 pluses. The ones with additional perks (ie. breakfasts, etc..) are always international only. My question is:
During the cold months (Dec, Jan, Feb...) cannot Disney offer pluses that are more suitable? DisneyQuest, a character breakfast, or some other perk.
Does anyone know if such a PHP is purchaseable for those living in the U.S.?

As far as I know, the plus options include the same choices all year round - BB, TL, WWOS & PI after 7 p.m. There haven't ever been special choices offered in December, January or February. FWIW, the weather is often nice enough to swim during those months. We often visit during the colder months and have always been able to swim at least one or two days during our visit.

As you no doubt already know, the special tickets you mention are offered to entice international visitors. That said, some domestic posters have reported that they have been able to purchase those special tickets online and that they haven't encountered any problems using them. But even on those tickets, a plus option, is a plus option, is a plus option.
