Parent Swap Individual Lightning Lane

I apologize if this has already been answered but how does the Individual Lightning Lane work with Parent Swap. There are four of us. One is too short to ride. Do we need to buy three individuals or two? just not sure how it works. Thanks.

Everyone who is riding will need an ILL. I'm assuming it's 2 adults and kid a and kid b, with Kid B being too short. Adult 1, Adult 2 and Kid A will need an ILL, but before you ride you go up and add a rider swap to kid A so they can ride twice.
