Parent consent form

Going on a celebrity cruise in Aug taking 2 nieces and 1 nephew. I think I read it right, one is 19 and one will be 17 so for them I would need to have the notarized parent consent forms correct? They all have passports.
 
I'm not familiar with Celebrity requirements specifically, but I don't think you need anything for a 19-year-old. Usually minor authorizations are for ages 17 and younger.

Part that threw me that made me wonder was we weren’t allowed to book a room with just the 19 and 17 year old in it, had to have someone 21+ with them.

Yes, that's the rule on other lines as well. 18-20 can be booked into a room together, but under 18 must have a 21+ in the room. However, the 19-yr-old is still considered an adult and does not require parental permission.

For Royal, you can have kids under 21 in a room to themselves as long as they are next to or directly across the hall from "adults". I do believe this can't be booked online, but can via phone call or TA.
