parasailing age question

My DD will be 13 3/4 when we go to WDW.
She wants to do the parasailing but the restriction is that under age 14 needs an accompanying paying adult.
Does anyone know how strict they are on the age thing since no one else wants to do the parasailing?

I think they are strict. It is not Disney but another company that operates the parasailing. The participant has to sign a waiver and show ID.
