Since this was something I was curious about before our trip, I thought I would show how the view was in case it will help others. I made a 2:35 reservation at Tony's. When we got there I asked for a patio table if possible. We were seated on the patio, on time.
When the parade started we had a good view of the top half of the floats, which was good enough for us. People from inside the restaurant did come out on the patio, but the waitstaff continued to shoo them to the end towards the train station where they wouldn't be in front of seated guests.
We enjoyed our meal (well, DH picked the tomato chunks out of his chicken parmesan) and the parade was a bonus. Here is the view we had of the parade:
