PAP's and magic band confusion

We have purchased PAP's (during the special DVC had in the spring) and have linked the number on MDE to book fastpasses. We had a lot of confusion with our accounts because I had booked our last trip on my acct, and my husband booked this trip on his. I ended up having two of my DH on my account, and the kids had two sets of profiles because DH created new ones when he set up his MDE acct. For the most part those issues were resolved after a few calls to Disney's IT, although I still have two profiles for my DS's, the old ones listed under friends, the new ones, that DH created with the PAP's linked, under family.

So anyway my question is really about magic bands. Under mymagicband orders, there are two orders. One for our resort reservation and one listed as "affiliation disney passholder". I called Disney IT again, and was told we were receiving a second set of bands for our PAP's so we would have them to receive the AP discount when shopping on our trip. Looking closer at MDE, I realized that this second set of magic bands had DS's old profiles attached to them, the resort bands are set up with the new profiles DH created. So, I called Disney IT back again and am told that the second magic band order is associated with our expired AP's. This makes more sense, but I don't understand why an order would be set up for old AP's. Has anyone experienced something similar? Member services did not make it seem like we would receive separate AP bands, but are we actually supposed to? Thank you for reading!

Usually, you can't order the MB for your AP until after you've activated them in person at Guest Relations. If you have a MB order on your account for passes you haven't yet activated, something sounds strange.

This is basically what the last disney it cm was saying, although it does not make sense to me why disney would send magic bands out to you when your trip is already complete.
