If I order them (PAP) where will I have to pick them up at Disney at will call?

We arrive at BWV on Oct 6, 2012. Can't trust the mail to get them here by the 5th.
If I get them at will call do they start then?

You can pick them up at any park or Downtown Disney guest services location, including International Gateway. I would do Will Call rather than have them sent in the mail. It can take a week+ to get your passes at a normal time. I am guessing MS will be processing many, many orders come October 1st and that passes will take even longer to arrive.

If you arrive on 10/6, wait until then and purchase them on property.

If you pick up a pre-paid pass at will call, your year starts when you exchange your voucher/present your confirmation number for your pass. Make sure you have your DVC member card and a photo ID with you.

If you plan to use these passes for your October trip, then do as erionm suggests and just wait and buy the passes when you get there.

I agree, I don't see the advantage of ordering in advance. You still have to go to a window.
