If anyone at my office ever said anything to me about not wearing them, I would quickly respond with "And just WHY are you looking at my legs???"
I'm so glad my office does not have a dress code. The only dress code we have is no sneakers, jeans only on Fridays and don't look like a slob the rest of the time and you're all set.
I so rarely wear them that I voted NO. My last job didn't have a very strict dress code. They called it business casual but it was common to see mostly jeans and t-shirts except for upper management. If I wore anything like panty hose, it was more likely to be tights with skirts/dresses in the winter. To be honest, I'm not even sure I have any panty hose right now.
Just depends on the outfit. Bare legs aren't office-appropriate, so I wear pantyhose with dresses or skirts to work. I can't imagine seeing a woman in a nice business suit with a skirt and bare legs! It would just look like she forgot to finish getting dressed.
With slacks, long skirts or sun dresses for casual wear, no pantyhose.
I don't find them uncomfortable, and have never been able to figure out why some folks complain about them so much.
Yes. It was drilled in while in business school. ALWAYS wear pantyhose with a skirt. NEVER go bare. It still sticks. Actually, I can't stand the way it looks when I see someone not wearing them. Not nice at all. Pantyhose really make legs silky looking.

Even when we still had to dress formally for work I switched over to tights years ago - much more comfortable and they last forever. I think I still have some of those tights.
