Does anyone know if a 16 year old girl would be able to dine with us at Palo's? If not, is there somewhere else (other than the assigned table to eat) Is there food at Common Grounds?

Palo is nominally for adults only, so I guess the answer would be no. I would imagine a mature-looking 16 year-old wouldn't attract attention, so she may be able to eat with you (he says at risk of starting the same old debate again).

Some other options, besides the main dining rooms, are Pinnochio's Pizza, Pluto's Dog House, room service, and (on the 7-night cruises) alternative casual dining at Topsiders. I don't know if there is food other than snacks at Common Grounds.
 
No, she won't be able to dine with you at Palo's unless she's within a month of turning 18. I don't know about Common Grounds, but I know that the Oceaneer's Club and Oceaneer's Lab take the kids to eat. I left my son there when we went to Palo's on our last cruise. They usually take the kids to one of the restaurants before main seating and feed them.

There's also Pluto's, Topsiders or Pinochhio's where she can grab a bite to eat. See how it goes at your table. You may be seated with other people and she may feel comfortable eating with them while you dine at Palo's. We were at a table for 10 on my last cruise and my son loved the people we were with, but since he's only 5, leaving him to dine without us wasn't an option.
 
She will not be able to eat at Palo's as you do have to be 18. She could always order room service if she didn't want to eat at Topsiders, or pizza or something on the deck...
