Outgoing sheriff bars sheriff-elect transition team from jail

Has anyone ever heard of anything like this?

Richmond, VA, Sheriff Michelle Mitchell was defeated for re-election in November. Since then she has refused to allow the sheriff-elect, C. T. Woody, and his team from the city jail to prepare for a smooth transition when Mr. Woody takes office. Last week she finally offered Mr. Woody a tour of the facilities for yesterday and stated no press would be allowed. The transition team arrived with him and were not allowed inside the jail, and Mr. Woody refused to tour without them.

Has anyone ever heard of anything like this ever happening?? I mean, I know there have been some nasty campaigns in the past and hard feelings on both sides, and I wouldn't doubt that things like this happened decades ago. However, I would think that after something like that happened that it would be against the law or some election code for the outgoing office holder to deny the incoming office holder the ability to conduct a smooth transition. If it isn't, then it should be.

Something similar happened in my county about 15 years ago. The local coroner lost the re-election(he has been coroner for 20+ years) to a local ambulance service owner who played really dirty during the election. He refused to allow him access to the building until he was sworn in then he left without showing him where and how thing worked. Even erased the electronic rolodex!
I'm not sure if there is a crime being commited here but I still think there should be a smooth transition of powers because the voters deserve that much at least.
