the DB was created about four years ago.

I would say that CA is an entity unto itself. I would *assume* (a dangerous word in a thread like this, I know) that the percentages in the Bush ad were national averages. Perhaps if California would quit self-destructing, the national averages would look even better. (Half joking with this comment, but only half!)
