OT-DS Disney Multi Player Games

Does anyone know if Club Penguin or Bolt require both DS users to have a copy of the game to play in multi-player mode? My DD's friend is here for a sleep over and we can't get Club Penguin to work in a multi-player mode but my DD doesn't have a copy of this game for her DS. We also have never played anything in multiplayer mode so I'm no clear on how it would actually works.
