I will add on that when they are first lit at night, there is a crowd watching. Then, that crowd advances on the walkways for the viewing. So, there is a small mob for that. We found it easier to just go by about an hour after the "lights on!" thing when the masses of "lights are on!" have already seen and left. By then, the lights are the same thing as they were an hour ago but without the many people.
