There is a simple explanation...NY received MORE funding in the years after 2001 because of infrasctructure that needed to be put in place and equipment that needed to be bought. That has occured. It is still receiving a healthy funding. Now it is time to increase funding in other areas that could be targeted.

SIMPLE ECONOMICS. It's not about knowing something.
