How are the nights ordered on a 7 night Halloween cruise?
Do we still have a formal night, a semi-formal night?
What night is pirate, what day will be Halloween party day etc?

When you do your online checkin, you can see the itinerary there and it will tell you when Pirate night is, formal night, etc.

Yes you should. You actually don't get to choose your own dining rotation. It is assigned to you and you will find that out when you arrive at port.

You can look at Navigators from previous years' Halloween cruises to get an idea of what the schedule on your cruise might be. This site has a large collection of Navigators from previous years, with Halloween cruises indicated by pumpkin icons:

As the cruise gets closer, you can check on a cruise meet site whether people with Concierge or Platinum booking have been able to figure out the schedule, either by talking to Disney Cruise Concierge or by looking at what activities are available for them to book. For example, Bibbidi Bobbidi Boutique does pirate makeovers only on the day of Pirate Night.

If you are sailing as Concierge, then you can call Shoreside Concierge yourself around 125 days before the cruise.

You used to be able to request an order, has that changed?

You can make a request yes. Just as you can also request a particular server and a private dining table. But, if you request all 3 it’s important to prioritize because the chances of accommodating all dining requests is obviously lower than if you only have one.

I only care about the rotation, primarily to avoid getting Animators Palate more than 2 (I really don't care for it), and to have Pirate night in Tritons, that way I can do the pirate meal at Tritons and then do Palos on the second night of Animator's palate.

If you are cruising Concierge, they should be able to work around those requests - as long as there is a rotation that meets them. The rotations do change sometimes which is why something like “Animator’s Palate only twice” OR “Triton’s on Pirate Night” is better than everything all rolled into one (If there is not a rotation that meets both on your cruise, they would need to know which was more important). Concierge can do a lot, but they cannot put you in a rotation that does not exist.
