Opinions on free Dining Plan

Leaning on the experience of the wonderful people on this board ... planning on booking a family gathering Sept. 2014, and can book either the third or fourth week of the month ... would love any opinions on whether there is a better chance of free Dining Plan being offered later in September as opposed to earlier in the month? The chance of having that availability may push us to the later week. What do you think? Thanks for any help....

It looks like it didn't really matter last year (unless you checked in 9/26-9/28). In 2012 it looks like the last week of September was omitted.
