The Navigator each day will indicate operating hours for all the various activities. Generally speaking such things are open pretty much all day, maybe 9am - 10 or 11pm, but it can vary -- especially if there is a deck party.
As PP said it varies each day and ship. It will be listed in the Navagator.

For character meet & greets - yes. For things like Goofy Golf and using the basketball hoops, maybe. For entering the dining room for dinner - yes (don't really understand this, as you're guaranteed a table). To use Guest Services - at times there are lines. AquaDuck - except for when first open, or during dinner, there will be a line.
As you might guess, the outdoor activities can close down for "inclement weather". Rain is an obvious cause, but even even strong winds or high seas on a perfectly sunny day can close down the AquaDuck, for example.
Just to add to this... If you don't want to wait in line to get into dinner, just show up a minute or two after your assigned dining time. The line forms when they aren't allowing people into the dining room yet and clears quickly. As PrincessShmoo mentioned, you have an assigned table so there's no need to be there early.

What we do is leave our room 5-6 minutes before the dining time. We get to the dining room usually just as the last of the line enters and we just walk right in - no waiting.
