One person does not show

Now that the ADR's require a credit card hold on your account. If I make Adr for 3 and only 2 show up will I be charged for he/she not showing?

As long as the reservation is honored by some in the party, you will not be charged if someone in your party doesn't show.

As the PP said, you won't be charged the no show fee as long as someone honors the ADR. However, I've read that you may be charged for the folks that do not show up at the pre-paid venues (e.g., CRT)., so for those ADRs, I would make sure to modify the ADR if needed.
