Does One Mans Dream open at park opening or does it open a little later? If it is later, what time does it open?

Hmmmm....it was open when I RDed to Toy Story Land earlier this year...but to be able to give you a 100% correct answer....????? I have seen it open when the park opens. Sorry not to be more help.
