Onced banked, can you borrow?

I'm debating a banking/borrowing issue and hope some of you experts can answer this question:

If you bank 2001 use year points to your 2002 use year, and then later decide you want to use those points during your 2001 use year, can you borrow them? Or, do you have to wait until you're in your 2002 use year to use those banked points?

Think of it this way...

When you get your fresh yearly points you can use them during your Use Year or bank them into the next year.

When you borrow points they must be used by the end of the Use Year into which they were borrowed.

When you bank points they must be used by the end of the Use Year into which they were banked.

Once banked or borrowed, there is no retrieving of the points.

If you want to make a reservation for a time when you have no points available due to having banked them, you can "borrow" points from the upcoming year. These borrowed points must now be used by the end of Use Year into which they were banked.

Bottom line is you can never rebank or reborrow points that were previously banked or borrowed. There may be a one time exception. As noted, you could always borrow from next years points but you would still have the banked points to use before the end of that use year.
