If I stay on Disney property, can I use Disney transportation to go anywhere on the property? For instance, If I stay at All Star Movies and want to go to Fort Wilderness, can I hop a bus?

yes - but you need to transfer.

I would go to the Studio or Epcot or AK and then take the bus to FW.

from the MK you need to take a boat. Of course this lets you out where you probably want to be.

From your resort you can go to any of the 4 theme parks, both water parks, & DTD.
If you want to go from your resort to any other resort, as stated already, you will need to take the monorail, a boat, or switch busses.

Don't try to go directly from one Disney resort to another as this takes too much time. Plan on the closest theme park and then go over to the resort in that area that you want to visit. For Fort Wilderness plan on the Magic Kingdom for that time and then just take the boat across. Disney tranportation is not set up for resort to resort travel. It is set up for resort to theme park travel. So if you want to visit an Epcot resort (Boardwalk, Beach or Yacht clubs or Swan/Dolphin) you can walk or boat over from either the Studios or the International Gateway of Epcot.
