So not us, but the people we were traveling with were in a cabin together, but they live at separate addresses. In the past both could make two onboard bookings, but this time they said each person could only make one. I am not sure which is supposed to be the correct way, but just a heads up.

Whoever told them that they could only do one booking is sort of right. Each HOUSEHOLD ADDRESS may book up to two rooms on ONE future cruise that will receive the OBB perks.

You've always only been able to make OBB reservations for one cruise that will receive the OBB perks. You can make reservations onboard for more than one cruise, but only one of them will get the perks.

There were told one cabin per reservation and one per person.
Well, unless it's been changed recently this is a quote from the onboard booking info sheet we got last year:

"This offer is limited to two staterooms on one future cruise (per household sailing)."

I'd suggest they give DCL a call and tell them what happened. Possibly they will still be able to get the reservation(s) they wanted.

We only wanted one cabin, but it wad what they were saying and it didn't match to past experience....so seemed odd.
