This is very true but the vast majority of transportation glitches that occur at WDW involve buses and for the resorts that rely solely on bus transportation to everywhere, this makes a big difference. We find a HUGE convenience and difference when staying at an Epcot resort and have 2 parks that do not require bus transportation or a MK resort that provides alternate transportation to MK and even Epcot if you use the TTC.
I have stayed at OKW without a car and managed fine but I have also stayed there with a car and it was much more convenient with the car. The buses make many stops throughout the very large resort and they do not have as many buses per shift as the other bus only resorts which are the value and moderate resorts & AKL, becasue the volume is not as great at OKW. So it does take awhile to get around using Disney transportation from OKW especially if you are going to another resort.
