OK, I've found a costume...who knows how to make it?

We will be going to MNSSHP & I've found the costume I want for DD. I found it at onestepahead.com but they only have it in 12-18 months & I need 18-24 months. I don't think it would be too hard to make (not me, mind you, but I may be able to find someone to do it), but I need some advice from you crafty DISers.

Here is a picture of the costume (I call it Tigerlily)

Now imagine that costume on this precious baby girl
