When we went in May, I believe we had a 7:30 reservation and we arrived fairly early. One of my favorite parts of the whole experience was when the servers came out and sang to welcome everyone and then started escorting people in.
Right now I'm trying to decide between a 7:30 and 7:45 ressie but not sure it'll make much difference. I just want to make sure I'm there in time for the welcome and can't remember what time it was exactly when they started.
ETA: I went ahead and took the 7:45 since we'll be relying on Disney transportation from POP and I want to make sure I have enough time-just in case. That said, I'm still hoping to get there in time to see the welcome.
