Offsite wheelchair rental - 16" or 18"?

My DD needs a wheelchair at Disney, not at home though. She just cannot walk far without joint pain (EDS diagnosis recently). Anyway, I'm looking at renting from Apple Scooters for her, so we can have it at Pop Century and the whole trip (we'll want to walk over to AOA and check it out, plus walking around the Boardwalk & DTD).
She is 5'5" (barely) and weighs maybe 125 pounds. I see they have a 16" option, so was wondering if that is too small? I don't know the size of the ones we rented from the parks last trip. It was probably a bit bigger than she needed, but fine overall.
Is the smaller one the same height? I'm tall, but not too tall (5'7" plus some?). I'll be pushing her when she's in it - I had no problem doing that last trip!
Is the seat still mesh? I'm wondering, since we will likely encounter some rain - going the very end of August.

I have worked in a number of medical facilies helping patients in wheelchairs and my DW uses 1 now and by my many years experince helping people with them and with my DW experince it would be more comfortable in the 18" and they won't be that much differnce in height. And by your stated height the 18" would be a little better to push then the 16"
 
The smaller ones are the same height. It's just that the width of the seat is narrower.

You can't really go that much by height and weight, since people carry their weight in different places and someone with a lot of muscle mass might be leaner, but heavier than someone else.
If you are not sure, one way to measure would be to have her sit on a piece of paper, then mark the edge of her hip on both sides and measure the distance between the 2 marks. If it's over 16, she would be more comfortable probably in an 18 inch.
The park rental ones are 18-20 inches wide.
 

Thanks - she is 16 now. I'd rather have a little wiggle room than have it too tight!
