Offsite and transportation?

If you stay off-site do you have to pay to use the Disney transportation (monorails, shuttles ferry etc.) or is it included in the theme park ticket cost?
 
Disney Transport is free. Generally you may ride all you want. The only drawback is, if you don't have tickets or buy tickets, there is nothing to do when you get to your "destination". With few exceptions people may not use swimming pools in resorts other than a resort they are staying in.

Once you arrive on Disney property, you can go anywhere you need to just the same as if you were an on site guest. Most off site hotel shuttles drop off at the Magic Kingdom parking lot concourse aka the TTC.

There are a few restrictions to match other rules, for example day guests who happen to be at a resort may be denied rides on the bus going to the park open early for extra magic hours. (They may board buses later in time for official park opening.)
