Offline rides, is it serious?!

Does TP show offline until a park opens? I am wondering if TP updates itself for rope drop?
 
I’m at Animal Kingdom today, we’re on our second storm, and, uh, it is not fun. It does not seem like anyone left after the first storm.
We went to Aquatica last week, and it was so crowded, there were lines for lines. Then, the lightning came. People streamed out, and we parked our butts. The kids were able to ride everything they wanted for the last hour of the day with no wait at all. I assume it's mostly locals that bail, but whoever it is... thanks!

We were there in late May/early June when it wasn't the typical style RD. We weren't held back and were in and riding attractions about an hour or so before park open time. I used the Lines WDW App and it was updated early, before official park opening.
 
I didn't recall seeing "offline" with wait times in the past so I wasn't sure if the wait times I saw were accurate. Thank you!

See, that’s what it thought would happen at Animal Kingdom, but nope. Waits were just as bad.

And I’m at Universal today, and it stormed and shut things down for a few hours earlier, and the wait times are still long...
