you have to know what you're looking for, the exterior of the building has no signs of Olaf, and they kept the "Radio Disney" sign so it might confuse people who don't knowToday the sign was located in the middle of a sea of strollers.
My guess would be RD. Most people will prioritize RNR, TSWW and JTA at RD over Olaf M&G.YAY. Interesting on the outdoor queue. Any feels for which timing would be best - late night or RD? For my upcoming trip I have the first night planned for HS but won't get there until afternoon -listed evening magic hours as of now. I'm quite conflicted on which park to go to the next morning but may have to see if I have the chance that night before deciding RD.

The meet and greet is located indoors, but the majority of the queue is outdoor. It's located at the side of the ABC Theater beside the restroom. Here are some additional pictures.
It's directly across from the Indiana Jones shopping cart.

In this picture, I'm standing near the outdoor tables at the Backlot Express across from JTA and the Olaf M&G is diagonally across from me.

In this next one, the restroom is the shack looking building at the left. To get to the queue head right around the stroller parking. You can see the CM at the entrance under the Radio Disney sign.

This is the only sign for the M&G. As you can see, it's blocked from vision of those passing by since it's between strollers. Also, note the ice cream cart at the entrance of the queue.

I'm claustrophobic and felt a bit closed in, not as closed in as the standby queue for Peter Pan though.
