Off- vs. on-site FP+ options - differences?

I'm staying offsite and just made my FP+ reservations for the first few days of my stay (ETA: Yay!!!!). I have been reading in other threads about people making FP+ ressies fro BOG, but I didn't even get that option. I was wondering if this was because I was staying offsite, or if they were just completely booked?

The Anna and Elsa meet was greyed out and listed as standby only, which I assume they would have done with BOG if it had just been booked up.

Anyone know or care to speculate wildly why BOG didn't show up as an option?
 
BoG lunch FP+ is not booked using the regular FP+ booking process, it's currently booked using a separate website and requires a Disney Resort Confirmation number to be entered.
 
The BoG Fp+ is offered to onsite guests by invitation. We received our invitation on the first day of our onsite stay in February. There is a dedicated site for BoG lunch reservations but an onsite reservation number is needed to proceed with the Fp+ selection.
