I saw that on one I just purchased. As I got in my car and looked at it in place, I thought, "What marroon would try to drive with this covering their windshield?" Then I remembered some of the drivers I've watched in the middle of a Chicago winter trying to drive looking through a small hole scraped out of the ice/snow covering the entire windshield. So, yes, there's probably someone somewhere who would drive with the sunshield in place.
