Yes, but the number of blackout dates in that time frame has grown.

You had to check in on one of these dates. If you had checked in on October 4 this year, you would not have gotten free dining. Columbus Day was October 14. In 2014, it is October 13. It is possible they will have similar blackout dates but nobody really knows...nor does anyone know if there will even be a similar offer for 2014 at all.
If you are really set on getting the offer, should it be offered, you might have to be able to be flexible and have the ability to change your check-in date to fit the offer. This can be difficult once people start booking rooms and flights.
