Unfortunately, DLR only releases the operating hours about 45-days in advance. The hours are released one day at a time. Entertainment and EMH/MM information is often not added until closer to the four week mark.

Given the 45 day in advance calendar, can you still make dining reservations 60 days in advance?

Because CMs will likely know what time the restaurant will be closing on the relevant day?

Yes...even though the posted operating hours aren't listed until 45-days, you can make dining at 60-days. It's one of the quirks of DLR.

Yes and no...I don't know if the CMs can see the closing time of the restaurant, but they can search and tell you what is the last reservation time they currently have available. This means there maybe later times offered, but they are already booked up.

Further to this, just say I'm looking at the online reservations for Carthay Circle the latest sitting i can find it 7:10 (with a 7:30 closing), would anyone hazard a guess as to what DCA closing time would be? 8pm?

Would this be a waste of our last hour in the park? would we be better off getting a later reservation at say, steakhouse 55 or napa rose?

Based on last year's calendar and the last seating time for Carthay, I think an 8:00 pm closure is likely for both DCA and DL.

Whether it would be a waste or not is harder to say. I don't think there is anything wrong with spending the last hour at a meal, especially if it's something you want to do. I haven't eaten at Napa Rose or Steakhouse 55, so I can't say if one is markedly better than Carthay Circle. I do like Carthay Circle and I think it would a wonderful place to have an Anniversary dinner.

I haven't been to DLR when it closes that early before so it's kind of freaking me out.

Assuming it's not undergoing a refurb or transition to the Holiday version, WoC will likely be running at or just after closing. Assuming you're going on a weekday (Nov 6th, right?), it is unlikely that DL will present fireworks or Fantasmic.
 
On one of the days of my trip, I noticed DCA is closing at 8 with a WOC show at 8:15. That may be the case for you as well.

i would feel weird if we didnt see it at all on our trip!
 
My guess is that with a 8:00 pm closure in both DL and DCA, they will probably present WoC at 8:15. I think they do this to help spread out the exiting crowds. While not everyone in DCA will stay for WoC, but a good chunk do and they won't get to the trams/buses until closer to 8:45 pm. By then, a large portion of the DL crowds will already be gone.
