Observation deck at the CR

What floor(s) is the observation deck on in the CR? Does anyone have any pictures of it or from there? Can you go up there anytime you want?

There's an observation deck on the 4th floor past the shops and on the 15th floor, which is the popular one. You can go up there during the day but when the California Grill opens only diners at that restaurant will be allowed up.

Oh So the observation deck is the California Grill? I thought it may be a seperate section to view. Thanks

You can walk to the top of the roof. It's a very nice view.

Here is the new policy on the observation deck.
California Grill at Disney's Contemporary Resort Changes Check-In Process

California Grill now provides dining check-in for guests at a podium located on the second floor of Disney's Contemporary Resort.

Guests with Priority Seating will be escorted by a California Grill Cast Member in an elevator exclusively reserved for California Grill diners.

The relocation of the California Grill podium will allow guests dining at the restaurant to experience a unique greeting and a gracious sense of arrival as well as retain the terrace area and Magic Kingdom® fireworks viewing exclusively for guests of the restaurant.

The viewing area at the north end of the 4th floor past the stores is still open.
