Sounds like the dreaded "Gaucho Pants" of the 70's/80's.
There are only two situations where it makes sense to wear boots in summer: 1) You are in the military and wearing them as part of a BDU, or 2) You're fishing in a swamp.
When the dress says summer and the shoes say winter, I say no common sense.
I don't have a problem with boots in colder weather, but with a cotton or silk summer shift? Nope.
I see that look on women in Ontario and NYC often. But never in Fla.i spent a week with my dh out in NYC. Our son works there so we stay with him. He lives across the East River in Long Island City. Anyways, we rode the subway every morning into the city and rode along with people going to work.
I am from the Midwest, and I guess I was sort of surprised by what the women were wearing. A good majority of the women were wearing these really pretty "shift" dresses, with ankle boots. I had to google the dress to actually find one on line. These dresses are not in the stores by me. Some dresses were really short and if the women in the Midwest had on a dress that short they have black leggings on underneath. I rarely saw any one with the black leggings on, which is very popular right now in the Midwest.
Maybe I am not up to date with my fashion in the Midwest, I have seen the ankle boots in the stores for over a year now, I just couldn't believe the boots were making a come back again after 30 years. I had at least 3 pairs. Everyone wears knee length boots or cowboy boots with their dresses in Wisconsin, or flip flops with dresses in the summer.
I'll add in that boots make perfect sense any season if you live or work on a ranch or farm. Where I'm from, ranches and farms were very common so people were wearing boots year-round. Of course, those are cowboy boots and not dress boots, but there's still one more situation where you can wear boots in warm weather. There are only two situations where it makes sense to wear boots in summer: 1) You are in the military and wearing them as part of a BDU, or 2) You're fishing in a swamp.

That is actually funny. I bought $250 real leather, boots, in Florida for $40. The sales clerk asked me if I lived in Florida and I said no, Wisconsin. she said, " that explains it,"I see that look on women in Ontario and NYC often. But never in Fla.

You know, I would rather wear the ankle boots over the six inch heal shoes. I saw one person trying to walk in them, and it wasn't pretty. Those shoes are for just sitting or standing for short periods of time. This is probably why I didn't see women in sneakers with the dresses on. You can actually walk decent in these ankle boots.
Where in the mid-west are you that you haven't seen this?
Are you that far from any metropolitan area? And if you are, don't they have magazines either?
I thought places where fashion was two or three years behind the east coast ended about a hundred years ago.
At Macy's, over at the Mellinum Mall. I got them in February. I also found My shoes for my daughters wedding. They were $120 for $20. Sometimes Macy's is so over priced, they eventually have to get rid of inventory. My daughters MIL told me to shop Presidents Day weekend there, and she was right.I've seen this look plenty around Orlando.
Where did you find $250 boots for $40?!? Was it a clearance sale? I've never seen that just because it's Florida. Now I'll give you that you don't really find parkas down here, but plenty of people wear knee high boots during the cooler months.
As soon as the temp dips into the mid-60s almost everybody is in their boots.
Yep, I am up in Farm Country, smack dap in the middle of Wisconsin. If it isn't Harley clothes, it is cowboy boot s and short dresses, if not cowboy boots then Flip flops. High boots are almost worn year round. I do get to the metropolitan areas, the cities have great beer gardens in their parks. Around where I live, we have Fireman Picnics somewhere almost every weekend, but those are huge drunk-festivals. No one dresses up in the latest fashion, we are 2-3 years behind.Where in the mid-west are you that you haven't seen this?
