NYC Taxi Fare question

Stupid question-but I've never ridden in a taxi

Searching the NYC Taxi fare chart-if a particular ride costs $15. That's no matter if there is one or three people? Or does the fare cost $15 for each person?

Also-on a $15 fare-what is a suitable tip?

It's per ride, not per person.

Tip is usually 15-20%.
