Early in the morning, 5 bagpipe units from the various NYC services (and the Port Authority of NY & NJ) will march from each of the 5 boroughs to arrive at Ground Zero at 8:00 a.m. At 8:46, the time the first plane hit, a moment of silence will be observed. Schools and everyone is asked to pause and reflect. Schools are asked to follow-up with a discussion age appropriate to the grade.
At the memorial, Gov. Pataki will read the Gettysburgh Address. Then the names of all 2,800 victims will be read by a variety of people, starting with former Mayor Giuliani. Taps will be played. The Gov. of NJ will read excerpts from the Declaration of Independence. At 10:29 a.m., the time the second tower fell, all churches and other institutions with the ability, are asked to toll their bells. Another moment of silence will be observed.
Families of the victims, for the first time, will be invited to descend to the lower levels of Ground Zero. They will place a rose in a vase that will be part of the permanent memorial.
Late in the afternoon, President Bush will arrive at Ground Zero. A sunset observance will be held at the sphere from the WTC that is at Battery Park. Various heads of state will be in attendance. An eternal flame will be lit at that time and Roosevelt's "4 Freedoms" speech will be read.
Gatherings will be held in parks in each of the 5 boroughs where cultural performances will also be conducted. Throughout the state and city people are asked to gather together with their neighbors and light candles. This can be done in your own homes if you can't make a special service.
Houses of worship are encouraged to be open from early morning into the night and to plan special observances.
Schools and government offices will be open. However, it is not an ordinary day and people are asked to pause and reflect.
