Mayor Bloomberg and Gov. Pataki just outlined the plans for 9/11, based on input from family members.

Early in the morning, 5 bagpipe units from the various NYC services (and the Port Authority of NY & NJ) will march from each of the 5 boroughs to arrive at Ground Zero at 8:00 a.m. At 8:46, the time the first plane hit, a moment of silence will be observed. Schools and everyone is asked to pause and reflect. Schools are asked to follow-up with a discussion age appropriate to the grade.

At the memorial, Gov. Pataki will read the Gettysburgh Address. Then the names of all 2,800 victims will be read by a variety of people, starting with former Mayor Giuliani. Taps will be played. The Gov. of NJ will read excerpts from the Declaration of Independence. At 10:29 a.m., the time the second tower fell, all churches and other institutions with the ability, are asked to toll their bells. Another moment of silence will be observed.

Families of the victims, for the first time, will be invited to descend to the lower levels of Ground Zero. They will place a rose in a vase that will be part of the permanent memorial.

Late in the afternoon, President Bush will arrive at Ground Zero. A sunset observance will be held at the sphere from the WTC that is at Battery Park. Various heads of state will be in attendance. An eternal flame will be lit at that time and Roosevelt's "4 Freedoms" speech will be read.

Gatherings will be held in parks in each of the 5 boroughs where cultural performances will also be conducted. Throughout the state and city people are asked to gather together with their neighbors and light candles. This can be done in your own homes if you can't make a special service.

Houses of worship are encouraged to be open from early morning into the night and to plan special observances.

Schools and government offices will be open. However, it is not an ordinary day and people are asked to pause and reflect.

It sounds like they have a good plan in place. They have raised about $3 million but estimate they need $9 million to carry out their plans. They are seeking private funding from corporations and individuals. This is an outline. They are still filling in and trying to allow as many family members and foreign representatives as possible to particpate.

Maybe we could also launch two ceremonial nuclear missiles. One targeting Mecca and the other targeting Medina.

I can't believe it's been a year. I still get a shock when I look to the skyline and the towers are gone.

Not sure why this would cost 9 MILLION though.

I know $9 million seems like a lot of money for simple ceremonies. I think a lot of the cost is for security. Bloomberg did say that was included in the costs. They will have to secure all the sites where ceremonies are taking place and the City in general. It also will depend upon how many Heads of State attend. That probably will add to the security costs as well.

I got goosebumps just reading this.

I posted this on another thread of this topic. Here's a link to one of the special things my community is planning:

My family is already signed up to participate, we are just waiting for our assignment, of where we'll be stationed on the route. The kids will miss the first few hours of school, and DH and I will come in late to work that day.

I'm sure we'll also watch some of the evening tv coverage.

Bet, that sounds like a beautiful tribute! Please share a picture (probably from the paper if you are participating) if you can. Funny, how Tampa has such a detailed plan in place and my town -- where many victims lived -- has announced nothing. :(

Most of the networks are planning all types of special coverage throughout the day.

I'll be in my office that day -- just blocks from Ground Zero. I walked over there yesterday morning...

Pam, there is a reason why this plan fell into place.

The Bayshore in Tampa is a major thoroughfare with lots of commuters every morning and evening. The road has a continuous 4.5 mile sidewalk that runs along Tampa Bay, at the north end is downtown Tampa, and a few miles beyond the southern end is MacDill AFB, which is the home of Central Command (in charge of the war in Afganistan).

A few weeks after 9/11, a group of citizens started spending their Friday afternoons waving flags at the passing motorists, as a way to show their support for our troops that are fighting the war on terrorism around the globe. They've attracted quite a large group every Friday at rush hour, and General Tommy Franks even stopped by one day, unannounced, on his way to the base.

I'll definitely try to post some pictures. I'm sure I'll be crying at the sight of 11,000+ people waving flags!
