hard suitcases with wheels can weight anywhere between 5 -10 Kg, if you are a familiy, you may have 3 x 2 x23kg each, but if you are on a flydrive for three weeks, in a small compact car you dont want 9 cases with you, you wnat a least amount of cases as possible, so you fill to your max limit
But you're looking at a TINY number of travellers each year who wish to take OVER 23kg in one piece of luggage per person to/from their destination. The airlines I imagine look at the weight of the suitcases they have coming through and have done this knowing that it will annoy such a small percentage of passengers that they can afford to lose them if they don't pay the additional charge.
You've also got to remember that it is unreasonable to ask baggage handlers to handle baggage weighing more than 23kg. If you need that much stuff, it needs to be shipped over there using machinery to load it, or pack it in smaller, lightweight baggage.
I'm not denying that for some people this is an issue. I'm saying it's not the life-altering I-can-never-go-to-Disney-again issue that the DIS boards seem to think it is

Perhaps it will encourage people to pack more economically...
