I was going to rent from OSR and received the same e-mail. If I remember correctly, they told me that in just the 2-3 weeks prior to my visit 4 of their strollers were stolen and they knew of another City Mini (family owned) that was taken. So if it is now 6 in total maybe the theives have moved on (or gone to jail for something else).
They are offering insurance so that renter's don't have to pay $400 to replace a stolen stroller. They are also recommending removing the wheel so that it is more difficult to steal. She assured me it was quick and easy (and actually suggested by a customer who figured out it was easier to pop the wheel on and off than to use a bike lock).
I still opted out of the rental - and feel very bad about Shannon's situation. She is offering a very high level stroller and now is a target for thieves. Even with insurance to protect me financially I wanted nothing to do with the possible hassles of dealing with a stolen stroller (who wants to mess around with security when you are at the park to have fun). I think the City Mini's are now prime targets (kind of like renting a BMW and leaving it in the parking lot with the windows down and the keys in the ignition).

It was really traumatic and sad for us. We parked it in Fantasyland went on the Peter Pan ride (had fast passes) and came back to the stroller area in 5 minutes. When we looked for it, it was gone. We contacted security..but nothing could be done. I had a 7 month old and a 2 year old with me and my 7 month old's formula, sippy cup, and diapers were all with the stroller. I was literally in tears. Anyway, just wanted to let you know that it does happen... In my case, I don't believe the insurance was offered when I rented the stroller...so yes, I have to pay for it.....
