Not sure where this belongs--Fl resident discount question

Here's our situation. My family of 4 along with my BNL are going to take advantage of Free Dining in September. My BNL will not be there for the entire time though. We will be there 9 days he will only be there around 4 days (he has a conference to go to). I purchased 1 day base tickets for us all with our package and am going to upgrade my families to 9 day park hopper upon arrival and my brother n law will upgrade his to however many days upon his arrival. Anyway--since he is a FL resident can he still get a fl resident discount with this upgrade?

I don't thhink Disney will allow any discounts, if you are using the Free Dining Package. We are FL residents, also, and have booked the Free Dining Package for Sept. 30- Oct. 5. We purchased a 1 Day Base Ticket, since we have passes. We did this last year when they offered Free Dining, too, rather than pay for additional days on a MYW ticket.
