Not renting a car, do I need a car seat....

My daughter is 3 and of average size.

I think Florida law requires a car seat up to 3.

We will be in a Mears Van, i was planning on just seat belting her in.

we are not these overly protective parents, and feal very comfortable with her just being in a seat belt.

If you are flying and your child weighs less than 40#, a car seat is recommended on the plane. Mears is exempt from the car seat law.
I don't see using a car seat as being overly protective and, in fact, a regular seat belt for a small child can cause serious damage to a child in the event of an accident.
 
Even though Florida is one of the most lenient states your 3yo is required to be in a CSR. Unfortunately hire cars are exempt from these laws.

Florida law - All children 5 years of age or younger must be properly restrained no matter where they are sitting in the vehicle. Children through age 3 must be secured in a separate carrier or a vehicle manufacturer's integrated child safety seat. For children aged 4 through 5 years, a separate carrier, an integrated child safety seat, or a safety belt may be used. (FL Statute 316.613).

If your not using a CSR on the aircraft then consider using a towncar service. Most provide a carseat free of charge or for a small fee. For about $20.00 more than mears you can hire a towncar for your family, most offer a grocery stop. No waiting for the "mears cattle call" no stops at other resorts and you won't have to be picked up 3-4 hours prior to departure for your return trip.

Instead of using Mears, you might want to arrange a private towncar. They are really not that expensive. Many will provide a car seat at no charge. They will also do a quick grocery store stop so the $$$ you save on soda/water, snacks might even end up paying the difference.
 

I recommend the towncar as well. We hired Murry Hill and they offer the booster/carseat for FREE. that is a big perk for us and my 4 year old.
