Not real sure as to why my sister in law should even file for child support now

No, really it isn't. In GA, they EARN the Hope grant by their grades. It's not a hand out. And no, it wouldn't go to some other program since lottery money is earmarked for this program. And just what other programs should it go for? More money going to people who sit on their behinds and put out more babies to get more money? Um, no thanks. I'd rather it go to education. As to the Pell grant, not everyone can get that (based on income), however, everyone in GA can EARN the Hope grant.

Love this :) My son gets the Zell Miller scholarship at UGA. It is lottery based and covers his whole tuition. It is not a government handout - he had to earn this scholarship. He had to graduate high school with a 3.7 unweighted GPA and make over a 600 on the SAT in both the english and math sections. We pay tons of taxes in the State of Georgia - we get no government handouts. The Zell Miller is a way to reward high achieving Georgia students and to keep them in the state for college. If they go to college in Georgia, they are more likely to stay in Georgia for their careers. It is a win/win situation.

My son decided to stay in Georgia for college because of this program. He could have just as easily accepted an academic scholarship from an out of state program.

This program receives ZERO money from the taxes collected from the citizens of Georgia. It is funded 100% by the lottery proceeds. People get a choice as to whether or not their money goes to this program.

Congratulations! That's a great accomplishment. DS26 was thinking of going to UGA but he didn't want to drive that far so went to Georgia Southern instead. I'm so glad he did! (I didn't want him that far either! LOL) He has since graduated with his MBA so it was a win-win for us both.

I like to think it pays for all the math classes to teach them why playing the lottery isn't a smart choice, well unless you were just trying to donate money to education. :)

Ya, I think with the possibility of the back child support benefits, maybe she would take it more seriously. I will for certain mention this info to her.

Very true. I just know my daughter was telling me of a girl that was in one of her classes last year talking about getting the Hope and Pell. She only needed very little of the Pell for that semester or quarter, after Hope paid off and was using the rest of the Pell money for Spring break.
 
and by the way, where is she going to get a lawyer? Maybe there is free assistance out there but I'm sure it has a long waiting list. .

The county prosecutor's office has a title 4D office that goes after child support at no cost to the custodial parent. To get their help, just contact the county prosecutor/district attorney's office, and they will help.

From what I've been told, at least in IL, the custodial parent doesn't even have to persue it. The state will do it for them. The biggest problem arises when a mom who was never married to the father of her child does not name the father and pretends she doesn't know who he is. And believe me, that happens a lot.

for some types of public assistance it's a condition of receipt. part of the application process and at every renewal the custodial parent has to agree in writing to cooperate with the child support bureau OR indicate that they feel they have good cause not to (and if they go the good cause route it's evaluated and, in my experience with tens of thousands of clients-RARELY granted).

if the custodial parent refuses or is found not to be cooperating w/ child support services then THEY can be removed from the assistance unit but their aided children continue to be aided (so a portion of the monies are taken from them but the kiddo's portion can still be received).

with some programs there's no child support pursuit requirement at all-with others (like some housing) it's a flat out condition and non cooperation means NO ONE in the household is eligible (so no rent subsidies).
