Normal for kid under 3 to not be on paperwork?

Woohoo! Just got all my paperwork in the mail....all of my confirmations for Magical Express, my Park Hoppers, my resort vouchers etc etc... And no where is the baby listed. I just was wondering if this is normal for a child under 3 to not be listed as a guest on ANY paperwork?
(I did call a while ago when I didn't see him listed when I looked online, and was told he was not a paying guest so he wouldn't be listed.... I just was wondering if this was any of your experience as well?)

My nephew is 2yo and he is listed as a guest on our paperwork. But where they break things out, like the passes and dining plan, he is not listed. We only received luggage tags for the paying guests.

Also, he received his own ticket for magical express.

DD was not on our paperwork for one of our trips and was for another (less than 1 both times). We didn't have any issues either time. She was in the Disney system. The time that she was not on our Magical Express documents we just had to mention it when we checked in and they printed up a voucher for us. You shouldn't have any problems.

Two of our three kids are under two and both are on the reservations.
Connor is 1.6 yrs and listed as Master and Madison is 7 weeks and listed as Miss. When we went two years ago Tyler was 19 mths and was listed.

Our son is 2 and he was not on the paperwork. I called and asked and they said that was no problem ---they had him in the system.
