It changed a couple of years ago, all WDW resorts went 100% non-smoking. Unfortunately, that doesn't mean that a rude person will not make the choice to do it anyway.

Before this we had to request "non smoking for medical reasons" to ensure a room we could live in. Now days, if you receive a room and find it has a tobacco smoke smell to it, please call the front desk and request a room change asap. There's no guarantee they'll find you a new room if the resort is filled, but mention it's for medical concerns and they'll do all that is possible. They should also be fining the previous guests who smoked in the room and need to know.
They'll also send housekeeping to the room to deodorize the room. This simply masks the smell and does not remove the allergen. Some CMs understand this better than others.
