non-disney wedding photographer

My non-disney wedding photographer says he can't do our wedding now because Disney requires him to have worker's comp insurance. He says that he does not legally have to carry it and that when he tried to get it for another venue before, his insurance company wouldn't cover him?! What is going on, is this tru? Why would it be so hard for an outside photographer to take my DIsney wedding pictures? Help!

I'm using John Micheal Payton...he's amazing!!! I love every single picture that I've seen from him. I did just get a message from Disney asking John to call so they can try to work it out...so I'm crossing my fingers

We had my my grandmothers BF and a family friend take our pictures.
Soo... Im not saying be sneaky but thats always a possibility.
