My family (wife and twin girls turning 4 years old while at resort). Going to be at Disney Value Resort for a full day before heading out on a cruise the next day. We are not going to ticketted resorts due to $$$ (WDW, Epcot, Animal Kingdom) however looking for a fun day and dinner out (maybe Downtown?)

Any suggestions?
 
Go to the Poly for Dole Whip?
Visit either of the Miniature Golf Courses?
Bowling at DTD?
 
All of the above!
And:
take a ride on the monorail! Fun and free!
Fort Wilderness has a lot of fun to offer.
DTD has plenty to offer.

As for a meal, you can eat at DTD or any of the resorts with no tickets.

Sounds like a fun vacation. The other poster had some fun suggestions. I'm curious why you are choosing to stay on property, when you are choosing to not go the parks? Is it a free night associated w the cruise? Or maybe I'm not reading it right. Are you spending other days/nights in the park? And you are just asking about the one day?
I'm not trying to be nosy or annoying. If you aren't going to the parks at all,you can stay somewhere larger for about the same price. We recently did a split stay between AOA & off property, our off property costs $99 a night, slept six, w full kitchen & laundry. Nice to have the extra space with little ones
If you are going during the holidays, you can resort hop to see decorations.
 

We like to spend a day at AKL.

We get there early, grab breakfast at Mara (QS) and head over to the tables by the pool bar to sit and enjoy our food. It's very peaceful first thing in the morning.

Next, we begin the kids activities. Various activities take place all day and into the early evening at both AKL- Jambo and AKL - Kidani. And the kids get to collect beads for doing the activities.

Activities include things like African Wonders, Flamingo Activity, Animal Tracking, Animal Enrichment, Bio Blocks, Wildlife Games, and Have You Heard.

And during those breaks between activities we can go and watch the animals on the savannah or play games in the arcade.

It's one of my favorite non-park experiences.

But...if you prefer something else...then I agree with the idea of spending time at Fort Wilderness. They have a playground, petting zoo, archery lessons, bike rentals and boat rentals. We also love spending a day there. There are also other resorts where you can rent bikes or boats.

For our first day if we aren't going to the parks we usually head to Downtown Disney and then mini golf. Once of the things our kids always ask to do is Build a Dino inside the T Rex restaurant. :)
 
I forgot to mention the Boardwalk area too!
