No Children on Panama Canal Cruise?

Yes. From the Know Before Go:

On November 5, 2021, the Disney Wonder will depart San Diego on a 14-night sailing through the Panama Canal to Galveston, Texas, with stops in Cabo San Lucas, Puerto Vallarta, Cartagena and Cozumel. All Guests on this voyage, regardless of age, must be fully vaccinated in order to sail.
 

This is currently just the requirement for the 2021 November Panama Canal cruise. The March 2022 cruise no one can predict if this will be in place still or not.
 
Oops. I missed that @scrappinginontario was asking about 2022. Yes, who knows what the rules will be for that. I think the 5-11 age group will have approval for the vaccine under EUA by the end of this year which will change a lot of things.

It says until further notice. Of course the policy might change but it doesn't appear to have an expiration date.

I wouldn't book the trip unless you're prepared to get your kids vaccinated as soon as its approved. As long as you're willing to assume vaccine will be approved for under under by end of the year or very early next.

"Until further notice" is for all of the other Wonder sailings. The part about the EBPC is only for that specific sailing and does not apply to any other current or future itinerary. Cartagena would not let them dock without 100% vaccinated crew and passengers, and the ship can't sail at all with passengers unless they can stop there.

Which is also to say that the spring WBPC cruise will also be dependent on what Cartagena allows.

Well, yes, but the vaccine should be available for ages 5-12 by then, so the restriction would be children under age 5 instead if they're still requiring 100% vaccination. Grand Cayman is also expected to be accepting cruise ships starting in January, so it currently looks like the WBPC will hit all the planned ports.

I'm betting GC will be a "full vaccination and pre-arrival testing" porrt.
