How do night EMH work? If I'm not staying at a resort, I read that you don't have to leave, but you can't ride any rides, shop, eat, etc. Is this true? What CAN we do at the park?
I know you that this doesn't pertain to your question but I don't know why you would want to visit a park with evening extra magic hours. They are more crowded than other parks and you don't even get to ride anything. If staying offsite I would go to the park that had EMH the day before. Fewer crowds to deal with.

For people like the original poster, they may not have a flexible vacation schedule, either due to the number of vacation days or not having a hopper. It could be that Magic Kingdom closes early for party events during the other days of their vacation, so their only choice is an EMH night at MK. Without a park hopper they would rather spend a day at EPCOT 9-9 than MK 9-7, this way they can see both fireworks shows.
While this doesn't really apply to the original poster since they will be spending the day in the park it seems -people may want to park hop later in the day, particularly during special decoration seasons, like Christmas or Halloween. You can still enjoy those "attractions" without needing to be staying on property for EMH. You may also enjoy night time photography, have forgotten to get that really sweet T-shirt from an attraction, or who knows what else.
We're going to evening EMH at HS because MK has morning EMH that day and will be crowded during the morning hours and we really like to be there when the rope drops so will be going there the next day. We don't have park hopper. We're locals and only going for 3 days at 3 different parks. The fact that we can't ride anything doesn't bother us because we're traveling with 2 under 2 and will do plenty of that throughout the day, we like to hit the souvenir shops on the way out of the park so that we don't have to Carry them around throughout the day.Now you know.
